Downloading videos violates YouTube's terms of service. There are apps that can do this, but it's a matter of time before YouTube blocks them and/or goes after the developers.

YouTube's Terms of Service are crystal clear on this. See Section 5B, and note that almost no videos have the download link mentioned there.
